SAP E-Beyanname Implementation Checklist

An SAP E-Beyanname implementation is more than deploying ABAP code or connecting to a REST API. Tax, SAP, information-security, and operations teams must work from the same scope record. This checklist provides a traceable path from the project decision through the close of the first live filing period.

1. Scope and accountability

  • Record GİB’s exact declaration name, tax code, and internal process owner.
  • Define company-code, tax-office, taxpayer-liability, and tax-period scope.
  • Confirm that the taxpayer’s province or tax office and target period are within GİB’s phased rollout.
  • Record REST API, BDP, or a channel to be confirmed for each declaration and period.
  • Separate original, correction, late, and special-approval scenarios.
  • Assign an owner to monitor GİB announcements and API changes.

Manage this as a declaration–period–province/taxpayer–channel matrix, not a static product list.

2. GİB application and access

  • Confirm the organization’s declaration filing and integration-application authority.
  • Complete the e-Beyan integration application in the Digital Tax Office.
  • Plan real IP addresses for Pre-Prod, Pilot, and Prod.
  • Record GİB’s approval status and approved environments.
  • Document how a separate API key will be created and rotated for each environment.
  • Confirm that API keys never appear in source code, client code, or logs.

GİB’s guide states that an environment-specific token can only be viewed in the window where it is created. Ownership for storage and rotation must be clear before go-live.

3. SAP data and mapping readiness

  • Identify the SAP FI, master-data, payroll, and other tax sources.
  • Define document-date, posting-date, and tax-period rules.
  • Test source filters for cancellations, reversals, and period-end corrections.
  • Record the SAP source, transformation rule, and effective date for each target field.
  • Obtain tax-team approval for rounding, currency conversion, and blank-value rules.
  • Preserve traceability from each declaration line to its source record.

4. Validation and approval model

  • Define required-field, type, length, and format controls.
  • Define tax-base/rate, account-balance, carried-forward VAT, and total reconciliations.
  • Distinguish warnings from blocking errors.
  • Separate preparer, reviewer, approver, and submitter roles.
  • Record conflicts and segregation-of-duties exceptions.
  • Verify that formal filing cannot start before internal approval.

5. Test scenarios

  • Run normal and nil-return scenarios.
  • Test missing required fields, invalid formats, and duplicates.
  • Test unauthorized users, missing/invalid tokens, and unapproved IP addresses.
  • Verify that a GİB business-rule error reaches the correct line and owner.
  • Test corrections and late filings within the confirmed scope.
  • Test chunked upload, timeouts, and safe retry with a large data set.
  • Verify the archive for approved declarations, accruals, and error documents.

6. Go-live and operations

  • Reconfirm production environment, target period, province or taxpayer scope, IP addresses, and API key.
  • Name tax, SAP, and integration owners for the first live period.
  • Document rollback and the alternative channel when required.
  • Monitor technical errors, GİB business rules, pending approvals, and document retrieval.
  • Document API-key rotation, IP-address change, and access removal.
  • Review errors, elapsed time, and manual intervention after the first live period.

Definition of done

“The connection works” is not a sufficient definition of done. Completion means that an in-scope declaration has been verified end to end by authorized users: source selection, internal validation and approval, the applicable GİB channel, status tracking, and document archiving.
